I mean, think about it. Almost every timezone in the world can be described as UTC+OFFSET, where OFFSET is a positive or negative number of hours and minutes.
There is only one exception: Universal Greeting Time.
Universal Greeting Time is the convention of greeting people in online chat with "good morning" regardless of the local time of day of either person.
[Universal Greeting Time] states that it is always morning when person comes into a channel, and it is always late night when person leaves.
